Leave a space right in the middle of your ship to build a workshop. You will need them to buid the resistance relay and then expand your territory (which as was already pointed is the equivalent of spreading satellites, but less annoying)
First mission they pop up, go for it, even if its very hard or the other rewards seem more enticing.
The first is something kinda similar to EU/EW- get an engineer as fast as you can.
